About us
SINODAR is a civil association made up of an international and multidisciplinary team specialized in the design, management, and evaluation of social projects with collective impact; multisectoral coordination; international relations and studies; the design and development of complex criminal investigations; judicial strategies and monitoring of criminal cases; the penitentiary system; and social reintegration.


Our team
LUCAS MANJÓN
Senior Professor of History, currently pursuing a Master’s degree in International Studies at Torcuato Di Tella University. Senior Officer in the Strategic Planning Department of the Penal Enforcement Prosecutor’s Office within the National Public Prosecutor’s Office. Since 2020, he has represented the Italian association Libera in Argentina, and since 2021, he has coordinated the Bien Restituido project, focused on the management and social reuse of seized and confiscated assets from criminal cases. He translated into Spanish the Italian Anti-Mafia Code and the book The Perpetual Emergency by Italian jurist Sergio Moccia.
EMILIANO COTTINI
He holds a degree in Political Science and has over twenty years of experience in the design, management, and evaluation of international cooperation projects. For fifteen years, he has coordinated and directed initiatives focused on promoting comprehensive human development in West Africa and Central America. Since 2018, he has served as the Latin America representative for the Italian association Libera contro le mafie, with his main responsibility being the coordination of the ALAS Network – América Latina Alternativa Social. In this same capacity, since 2021, he has been the Project Manager of Bien Restituido, a project focused on the management and social reuse of seized and confiscated assets from criminal cases in Argentina.
LAURA DE PIANO
Holds a degree in Social Communication with a specialization in Public Policy from the University of Buenos Aires, and is currently pursuing a Master’s in International Studies at Torcuato Di Tella University. With over 10 years of experience in Human Resources, Training, and Development within the private sector, she currently serves as the Head of Human Resources at the Food and Agriculture Organization of the United Nations (FAO).
FLORENCIA SEQUEIRA
Journalist and student of Social Policy Management and Administration at the National University of Tres de Febrero. Since 2018, she has served as Project Coordinator for Potenciar: Plataforma de Impacto Colectivo, where she has taken part in Social Investment and Network programs. Since 2022, she has been the Director of the project RED CREER: A Collective Impact Model for the Socioeconomic Inclusion of Incarcerated and Formerly Incarcerated Individuals, funded by the European Union. She also contributes to the courses Models of Intervention in Penal Enforcement, Penal Enforcement and Socio-Labor Inclusion, and Prison and Community as part of the Diploma in Prison Policy and Penal Enforcement at Austral University.
MACARENA RONDEROS DARCY
Currently pursuing a Master's degree in International Studies at Torcuato Di Tella University and enrolled in the Diploma in Intelligent Cybersecurity at the National University of the South Foundation. Since 2021, she has been working as a Project Manager and Business Analyst on technology projects with a focus on cybersecurity. She also serves as the Monitoring and Evaluation Coordinator for Potenciar: Plataforma de Impacto Colectivo, where she contributes to Social Investment programs and the RED CREER project — A Collective Impact Model for the Socioeconomic Inclusion of Incarcerated and Formerly Incarcerated Individuals, funded by the European Union.
NICOLÁS GARIBALDI
Holds a degree in Social Communication from the National University of Quilmes and is a specialist in implementing projects at the intersection of grassroots economies and institutional violence. He currently coordinates the Technical Skills Development component of the RED CREER project — A Collective Impact Model for the Socioeconomic Inclusion of Incarcerated and Formerly Incarcerated Individuals, funded by the European Union and implemented by Potenciar: Plataforma de Impacto Colectivo. He is a university lecturer at the National University of José C. Paz and serves as a pedagogical advisor for civil society organizations (CSOs).
EZEQUIEL CONDE
He works at the National Council of the Judiciary and is a member of the Human Rights Observatory of the Human Rights Secretariat of the General Confederation of Labor (CGT). He previously served as a parliamentary advisor in the Legislature of the Autonomous City of Buenos Aires, focusing on labor, social development, and justice matters. He also worked at the Ministry of Human Development and Habitat of the Buenos Aires City Government, where he contributed to the design and implementation of public policies related to worker cooperatives, the preparation of technical reports, and the planning of procurement and public tenders.
MARTÍN GIAMBRONI
Theologian and educator. He works in the Training and International Relations department of the National Union of Judicial Employees. He is also a member of the Human Rights Observatory Team of the General Confederation of Labor of the Argentine Republic (CGT RA).
ROSARIO ANCHORENA
President and founding member of the San Cayetano Textile Cooperative. Since its inception in 2019, the Cooperative—currently made up of 55 members—has provided a space for recovery and labor inclusion for individuals coming from the Hogares de Cristo in the Autonomous City of Buenos Aires, a social organization where she has been working since 2016.
JORGE ABBOUD
Lawyer, Administrative Deputy Secretary, and Judicial Officer at Federal Court No. 3 of Rosario, and member of the College of Guarantee Judges. He holds a Diploma in Government and Judicial Management from the School of Politics, Government, and International Relations at Austral University, and a Diploma in Public Management from the Catholic University of Córdoba. He is an expert in Cybercrime and Investigative Technologies, certified by the Law School of Austral University (Argentina) and the Universitat Abat Oliba CEU (Barcelona, Spain). He also holds a Diploma in Money Laundering Prevention from the Faculty of Economic Sciences at UNER. He is currently pursuing a specialization in Strategic Intelligence and Organized Crime at the University of Buenos Aires (UBA), Faculty of Economic Sciences, as well as the Continuing Education Program in the Global Fight Against Money Laundering and Terrorism Financing at UBA Law School and FININT. He is also Director of the Institute of Justice and Security at ACEP in Rosario.
