What is BR?

“Bien Restituido – for the Dismantling of Organized Crime Assets and the Strengthening of Civil Society” is a project that seeks to ensure that criminal assets — which have served as instruments, proceeds, or benefits of complex criminal activities — are transformed into common goods and repurposed for social and economic use.

The reuse of these assets is a practice that enables the State to fulfill its duty to repair the harm suffered not only by the direct victims of organized crime, but also by its indirect victims — the State itself and, above all, civil society as a whole, with particular emphasis on vulnerable sectors.

What we do?

Our next goal is to achieve a new regulatory framework that promotes the recovery of assets derived from criminal activity, ensuring they are directed toward strengthening social and community organizations that work to address the needs of the most vulnerable groups in our country.

We are very close to having the Bill on the Administration and Social Reuse of Seized and Forfeited Assets in Criminal Cases debated in the National Congress, and for the provinces to also establish similar mechanisms.

We believe that now is the time for civil society to come together and push collectively to turn the social restitution of assets into a concrete reality.

How We Do It?

We promote a participatory debate and put into practice asset reuse initiatives involving various sectors of the State and civil society, in order to build broad consensus that enables progress in the recovery of assets for social purposes.

Our goal is to transform criminal assets into common goods that are repurposed for social and economic use. Asset reuse is a practice that allows the State to fulfill its duty to repair the harm suffered by the direct victims of criminal activities, as well as the indirect victims—namely, society as a whole—with particular emphasis on its most vulnerable sectors.

Bienes Restituidos trabaja en la producción y sistematización de información sobre la administración, recuperación y reutilización social de bienes vinculados al crimen organizado.

 

A través de investigaciones, informes, relevamientos, análisis comparados y documentos de trabajo, el proyecto busca generar información y evidencia sobre una problemática que todavía presenta importantes vacíos de conocimiento en Chile, identificar obstáculos y aportar herramientas para el diseño de políticas públicas.

 

La generación de información constituye una dimensión central de Bienes Restituidos: conocer qué bienes son decomisados y confiscados, cómo son administrados, qué dificultades existen para su recuperación y qué posibilidades ofrecen para su reutilización social permite construir mejores respuestas frente al crimen organizado y fortalecer las políticas de reparación.
